Some of the problems you need to consider are long shore drift, the cost of the cafe, keeping the area sheltered from the wind and competing with other shops. 

Some solutions might be buying a smaller piece of land for a cheaper price and extending it over the years. Have the cafe indoors but have an out door area behind the main building and in front of the marina out of the wind but with nice scenery. To compete with the other places along Holdfast Shores have a nice area and a cheap but good menu. When long shore drift occurs make your main focus the marina.
